The city of Chicago impounded Debtor’s Toyota Corolla pursuant to the municipal code as she had over $7,000 of unpaid parking tickets.
A few days later, Debtor filed a Chapter 13 petition and demanded that the city return the vehicle to her. The city did not release the vehicle to her; rather, it filed a motion to declare that retention of the car post-peititon was not a stay violation.
