Felix Zeno Gloro
From: Arecibo, Puerto Rico

Felix is a charter member of NACBA, joining July 1, 1992, and has attended at least ten of our annual conventions. Felix contributes regularly to the listserv and "religiously reads all entries daily."

He founded the Felix M. Zeno Gloro Law Offices in 1980 and today has eight employees, including another attorney. Felix's practice is 99% bankruptcy and 1% Social Security Disability Law. Prior to BAPCPA, the firm filed over 700 cases annually, nearly twice as many as current caseloads. Felix's firm serves the Arecibo region of Puerto Rico, on the northern part of the island about an hour from San Juan. All of Puerto Rico has one court district, located in San Juan.

Felix majored in Accounting in his undergraduate days at the University of Puerto Rico. When he earned his JD in 1978, he was a magna cum laude graduate of the University of Puerto Rico Law School. Upon graduation, Felix served as a staff attorney for Puerto Rico Legal Services, until 1980, when he founded his own firm.

In addition to NACBA, Attorney Zeno Gloro is active in many professional organizations, including; the National Association of Consumer Advocates, the National Organization of Social Security Claims Representatives (NOSSCR), American Bankruptcy Institute (Consumer Rights Section), National Consumer Law Center, the American Bar Association and the Puerto Rico Bar Association.

Felix Zeno Gloro is admitted to the bar of; the Supreme Court of the United States (2002), the Supreme Court of Puerto Rico, (1978), the United States Court of Appeals, 1st Circuit (1978), and the United States District Court for the District of Puerto Rico.

The activism Felix gives to his legal community is far-reaching. Today, NACBA has at least thirty five members from Puerto Rico, most of whom were recruited by Felix. As a member of Board of Directors of the Puerto Rico Bankruptcy Bar, Felix is a leader in his area's collegial community of debtor attorneys.

"With only one Bankruptcy District for all of Puerto Rico, I and fellow members of the debtor bar fight for our clients on a daily basis. The majority of cases filed in Puerto Rico are Chapter 13 cases (80-90%) in which almost all cases are confirmed after we defend our clients from the Objections, Motions to Dismiss, and Motions under Section 362 which are filed in these cases by the Chapter 13 Trustees and creditors."

Most recently, Atty. Zeno Gloro became a proud survivor/graduate of the September 22nd edition of Max Gardner's Bankruptcy Boot Camp.

Felix is bilingual and maintains an active private life. He plays basketball, jogs as least five miles a day, five days a week and began piano lessons at age 56. Felix is married to Magaly Hernandez Mora. He has one daughter and one grandson from a previous marriage. Felix' current recommended reading is the Solomon Smith Barney Guide to Mortgage Backed and Asset Backed Securities.

"As the only organization dedicated to consumer bankruptcy issues, NACBA provides valuable services to debtors, members, policy makers and the general community. NACBA is the most supportive of any Bar Association with key member services, such as amicus briefs and litigation support, educational seminars, document resource centers, and the NACBA listserv. NACBA is also the leading force against the anti-debtor legislation in the U. S. Congress that the consumer credit industry has sought so aggressively," says Felix to fellow NACBA members.

"I am very proud to be a member of NACBA since 1992. I believe that every debtor's attorney should belong to NACBA. 'In a time of drastic change, it is the learners who inherit the future. The learned usually find themselves equipped to live in a world that no longer exists.' (Eric Hoffer, 1973) Be adaptable to change and be willing to learn."
